緣  起

  自從一百五十多年前,中國史上第一位留學生負笈海外求學以來,留學生已成為精英人才的代名詞,縱處不同的時代背景中,亦皆能以出類拔萃的表現在社會上佔有極重要地位。過去由於各種主客觀條件的限制下,留學尚僅為少數望族巨賈子弟的專利。然近數十年來,台灣社會在全民力之下,經濟快起飛,國民財力俱增,政府亦不斷修法配合,使留學已不再可望而不可及,留學生人數亦逐年增加,協助留學生順利達成留學心願的留學服務業,也因此順勢而起,如雨後春筍般蓬勃發展。  

  過去由於政府未能及時設立相關法令規範業者,而留學服務乃係高度專業之行業,其業種又涵蓋甚廣,如補習業、顧問業、移民業、旅遊業、翻譯業或各種文教相關行業等,在以資訊匱乏、專業人才難求的情況下,少數不肖業者損及眾多莘莘學子之權益,大多數專業誠信業者形象影響至鉅。教育部有鑑於此乃於八十三年二月十六日在中央聯合辦公大樓召開“教育部留學服務業座談會”,並邀相關政府部會及業界代表列席,為留學服務業立法正名開啟契機。會後多數業界代表積極奔走凝聚業界共識,遂有籌組“中華留學服務交流會”之芻議。

  之後,在經過多數業界先進無數次會議協商後,遂於八十三年四月間正式向內政部提出籌組“中華留學服務交流協會”申請案,並於四月二十二日師大綜合大樓舉行全國的協會籌備預備會,以業界自律自清,導正留學風氣,建立健康、專業、清新的服務新氣象為號召,以期共同改進國內留學服務品質,建立留學服務市場新秩序。八十三年五月二十五日終於經內政部正式核准籌設協會,旋於六月十九日至高雄及台中舉辦座談會,獲得中、南部業界熱烈之迴響。接著於六月二十六日召開第二次籌備會議,並於七月三十一日舉行正式成立大會。

在八十三年七月三十一日至八十五年七月三十一日的第一屆會期裡,由於全體會員及協會幹部的努力及熱心參與,順利完成了許多重要的階段性目標,也成功的發揮協會的功能,其中包括:一、留學服務業合法化的確立。二、舉辦國際教育博覽會。三、整合推廣海外遊學團。四、協助業界爭取參與英國教育展。五、參與澳洲教育在台決策。六、籌設台北市留學同業公會。七、爭取放寬役男出國短業進修辦法。八、促進會員合作,減少惡性競爭…等。希望在全體業界先進之指導及努力下,在每屆會期裡大能有更多更大的發展,為留學服務界的光明遠景擎劃出更好的藍圖。

何謂 TOSA中華留學服務交流協會

   本會乃政府立案之非營利社會團體。設立宗旨乃為建立健全留學正確資訊與觀念、留學服務專業信譽、保障留學生權益、與提供留學機構審核認可及評鑑之服務。本會以促進海內外留學機構之互信、互助、互諒及整體研究發展為目標。對外保證留學服務品質,對內自清、自律,以期提昇企業新形象。

業務範圍

一  定期召開常務理監事會、理監事會及會員大會。

二  為會員舉辦留學說明會。

三  收集最新留學資源與訊息,建立留學資料庫。

四  協助國內外學校及學生之聯絡及溝通,並收集最新留學資源及資訊。

五  協助外國在台教育機構,推展該國教育宣傳工作,以助益各國教育資訊之取得。

六  舉辦年度國際教育博覽會。

七  糾舉非法業者,保障會員權益。

Taiwan Overseas Study Association (TOSA) was established in 1994 and endorsed by both of the Ministry of Education and the Ministry of Internal Affairs in Taiwan, R.O.C. Its membership is composed of a great number of the education consultant agencies in Taiwan. 

TOSA is a non-profit organization solely devoted to the promotion and improvement of overseas study in Taiwan. It is the first association of its kind in our country. 

The goals of the association are to promote mutual trust, understanding and cooperation among overseas organizations, and to aid in the overall development of the field. We dedicate our efforts to providing correct information on overseas study, to establishing a reputation of professional services for this industry, and to protecting the rights of our overseas students and the fair competition of overseas study market in Taiwan. We strive to raise the profile of this industry by offering quality services for the consumers and by maintaining the integrity of the agents in this field.

Our Objectives  

1.To disseminate accurate information about overseas studies by holding education exhibitions.

2.To protect the rights of students studying overseas and to improve the image of overseas study industry 

3.To sustain a high level of professional service of ROC’s overseas educational industry.

4.To develop methods of self-disciplinary maintenance for the quality of ROC's overseas educational industry.

5.To further the nourishment of the ROC's domestic talents through academic preparation abroad.

6.To establish standards and a process of assessment for accrediting qualified education consultant agencies.

Activities

1.Organizing annual seminars and presentations

5.Reviewing effectiveness of governmental policies related to this field 

6.Forming campaigns to advocate governmental decisions favoring the development of the industry
